So I know this isnt anything to do with the song lyrics, but does anyone know why they decided on the name The Airborne Toxic Event or what the meaning is? Also, is there a significance to the album cover of a bird being shot with an arrow?

If we can believe WikiPedia then ...
The band takes its name from the postmodern novel White Noise, by Don DeLillo, which won the National Book Award in 1985. In the book, a chemical spill from a railcar releases a poisonous cloud, dubbed by the military as an “airborne toxic event.” This serves as a metaphorical device for the novel’s themes of mortality and media consumption, as the protagonist Jack Gladney is forced to confront the prospect of his own death
Yep, today we can believe Wikipedia... it's a chapter in the book 'White Noise'. I'm unsure about the bird being shot with an arrow... it's probably just a piece of artwork that they really liked... I'm not sure though, ask them next time you see them...

As far as Googling such matters, I found this, which is moderatly amusing and of course not to be taken seriously:

Why must bands go through this?
I don't know!

That is brilliant Sean, well done :P

“Ever since I was in my twenties, I’ve had the fear, the dread. Now it’s been realized. I feel enmeshed, I feel deeply involved. It’s no wonder they call this thing the airborne toxic event. It’s an event all right. It marks the end of uneventful things. This is just the beginning. Wait and see.”
~ Don DeLillo, White Noise

I sort of like that idea that the name is based off that. In the book, it was that the 'victims' never kneww if they would live as long as they thought or drop dead in the next few seconds. I reallly admire that they would reference to duch a touchy subject, it was very bold. I find it really relatable, that uncertainty, and I think that might be what they were going after, that it would have some deeper meaning than just three words next to each other.
